The WORLD is all about completion and accomplishment. Everything, all elements and forces have come together in the perfect configuration, and success has either been achieved, or is imminent.
The figures on each corner of the card represent the fixed signs of the Zodiac: White dude = Aquarius, Eagle = Scorpio, Bull = Taurus, Lion = Leo. These figures are fixed and steady and pretty much helping to lock in the fate of victory. This is likely a spiritual victory where no matter what the physical or outward outcome is, the querent (or queerant ;) is going to be deeply fulfilled.
What's interesting to me about this card is that in some decks, The World is the last card of the Major Arcana and in other decks it is the second to the last. The FOOL is sometimes the last card (number 22) or the very first card (number 0) in a deck. This reminds me that all victories and all ends are also a new beginning. On the other side of mastery there is always something new to learn.
The World also shows us that there is abundance and no matter how many times we achieve success and victory, there is plenty of it to go around for everyone always.
